Job Description:
Provide technical services and project leadership for the
successful integration and fielding of a common operating picture
(COP) system and other C5ISR systems, working as part of a DoD
vehicle platform project management (PM) team. Essential Job
Functions: Provide technical and programmatic support to a project
management office to oversee multi-disciplinary projects for
tactical ground vehicles. Provide leadership, vision and direction
to the development and fielding of a GCCS-J based Joint Common
Operational Picture (JCOP) system. Lead Integrated Product Team
(IPT) for this effort. Provide assistance to functional leads
(logistics, fielding, test, training, cyber, etc) in the
development and execution of efforts under their leadership which
support the JCOP effort. This position requires accepting and
fulfilling a wide degree of implicit responsibility over the
project, while understanding that ultimately the customer is the
final decision maker. Work with user community and user
representatives to understand their needs and translate their needs
into technical requirements. Maintain effective communications, in
both written and verbal format, with various team members and
partners. Assist program leads with coordinating with various
functional areas within the program office (engineering, business
management, test, logistics, configuration management, contracts,
finance, cyber, and senior program leadership). Interact and
coordinate with other Program Management Organizations (PMOs),
combat capabilities development commands (CCDCs), and other
Government agencies on a regular basis. Author program documents,
including statements of work (SOWs), Memorandum of Agreements
(MOAs) and similar documents. Coordinate and oversee execution of
various facets of project according to project documents,
contracts, and agreements established with partner organizations,
including other DoD organizations (CCDCs, test centers, etc) and
with contractors. Participate in design reviews and reviews of
documentation (such as engineering change proposals (ECPs)) to
ensure that the designs of systems and their integration into a
vehicle platform meet the intent and requirements of the effort.
Directly interface with the customer on a daily basis. Other duties
may be assigned to support client and contract deliverables.
Prepare and present briefings/presentations to program leadership.
Provide input to various systems used by the customer program
management office, such as the risk register system. Participate in
regular team and program-related meetings. Contribute input to
program documents, including briefings, acquisition documentation,
reports, statements of work, cost analyses, information support
plans (ISPs), etc. Required Skills: Due to the sensitivity of
customer related requirements, U.S. Citizenship is required. Must
be able to obtain and maintain a DOD Secret clearance. Bachelors
degree in computer or electrical engineering with at least 8 years
of experience relevant to this role. Experience with DoD ground
vehicle C5ISR systems and system architectures, including how the
various systems interconnect with one another on a ground vehicle
platform. Knowledge of GCCS-J and other joint common operating
picture and common tactical picture systems, such as Link 16,
GCCS-M, C3UIC, CPCE, C2PC, TAK, Agile Client, Blue Force Tracker
(BFT) and Joint Battle Command Platform (JBCP). Must be able to
develop a vision for how a project should be executed, make
recommendations to the team and to the formal project leads, lead
the team toward consensus on decisions, and ultimately submit to
the customer’s direction on how to proceed even if it differs from
your own recommendation. Must be a self-starter who naturally takes
initiative without being tasked or instructed. Able to work
autonomously but within a team context. Performs a high quality of
work with attention to detail. Customer-service mentality and a
willingness to accept taskings from the customer. Motivated to
successfully complete a mission in spite of difficulties and
hurdles. Willing and able to navigate bureaucracies and approval
chains in order to gain necessary authorizations. Experience
managing projects and tracking adherence to cost, schedule, and
performance requirements. Experience with technical requirements
definition. Excellent written and verbal communication skills. Must
be able to convey technical information in a manner that is
understandable to a non-technical audience. Must have strong
interpersonal abilities and be able to communicate with a high
degree of tact, professionalism and respect. Ability to travel to
various DoD and contractor locations (less than 10% travel is
expected). Desired Skills: Experience with HMS radio and its
associated waveforms (SINCGARS, VULOS, MUOS, TSM), DoD GPS systems
(DAGR, MAPS GEN II), commercial satcom systems, HF radio, and PEO
C3T organization and associated systems. Experience as a Joint
Interface Control Officer (JICO), 25U, 25B, S6, or similar. The
ideal candidate will understand how COP systems work, from the
perspective of an end user and from the perspective of needing to
make the system operational on a vehicle platform. The ideal
candidate will understand what is needed to get a system that is a
client to GCCS-J (such as Joint Tactical COP Workstation (JTCW))
implemented onto the network, and how to establish end-to-end
communications between the end user of the system and the computer
servers that house the COP data, as well as the message formats
used to communicate data across the network (JSON, VMF, etc).
Experience with joint interoperability certification requirements
and testing. Familiarity with CJCSI 3151.01D, CJCSI 3151.02, CJCSI
3155.01B. Knowledge of DoD SIPR network infrastructure using
commercial satcom services providers, such as SNOC and GAIT.
Familiarity with DoD Risk Management processes. Familiar with the
DoD acquisition process. Familiar with Systems Engineering
processes. Experience as a Lead Systems Engineer (LSE), or familiar
with the roles of an LSE. Knowledge/experience in performing
engineering analyses, technology assessments, trade-off analyses,
business case analyses and value engineering. Experience supporting
a DoD program office. Familiarity with engineering reviews (SRR,
SFR, PDR, CDR, etc) and related exit and entry criteria. Subsystem
and System level integration and testing on DoD vehicle platforms.
Familiarity with DoD training and fielding activities and logistics
support products.
